I think Time Lords can get away with violating the Blinovitch Limitation Effect, but mere mortals can't. Remember when the Brigadier met himself in "Mawdryn Undead"-- it didn't call down the Reapers when they touched, but there was a tremendous BOOM and the Brig had amnesia for six years.

(Of course, that still leaves "A Christmas Carol unaccounted for.)
