I figure if everyone in charge was insane, and those who were sane were either BLASTED WITH THE GLOVE OF RASSILON or ... made to hide behind their hands ... then it didn't matter what the populace thought. Plus if the Time War is like literal hell, and the people in charge go 'WE HAVE A BRILLIANT SOLUTION' me personally I would probably take it. Sensemaking?

Ugh ugh I am kind of terrified of this fic. Because I know all the thematic things I want to say but the bar I have set for myself is "at least as good as naming of things" and first, that is a scary bar, and second, I am unsure how to structure it! THIS IS GOING TO BE FUN.
